Network Management Policy
FCC transparency disclosures under 47 CFR § 8.1 for Twisted VoIP's cellular internet service.
Overview
This policy applies to the cellular internet service provided by Twisted VoIP LLC ("Twisted VoIP," "we," "us," or "our"), also sold as FAILOVER5. It describes our network management practices, the performance you can expect, and the commercial terms of the service, as required by the Federal Communications Commission's transparency rule, 47 CFR § 8.1.
Machine-Readable Broadband Data
In line with 47 CFR § 8.1(a)(4), we provide machine-readable broadband service data for all of our cellular data plans. A machine-readable (CSV) copy of our broadband label data is available on request from .
The data covers:
- Service plan details and pricing
- Network performance characteristics
- Data allowances and usage policies
- Network management practices
- Privacy and security policies
- Customer support contact information
We update this data monthly, or sooner when the service changes.
Network Management Practices
Traffic Management
Twisted VoIP provides business connectivity using Verizon, T-Mobile, and AT&T network infrastructure through wholesale partnerships. We do not operate our own mobile core network, so we follow the traffic management practices of our carrier partners. We do not impose any additional restrictions or prioritization beyond those carrier policies.
- No content blocking: we do not block access to lawful content, applications, services, or non-harmful devices.
- No throttling: we do not impair or degrade lawful internet traffic based on content, application, service, or device.
- No paid prioritization: we do not engage in paid prioritization arrangements.
- Disclosed practices: network management practices apply only after a plan's high-speed data allotment is used, and are consistent with the underlying carrier's policies.
Congestion Management
Customers are not subject to deprioritization or congestion management until they reach the high-speed data allotment of their selected plan. Once a customer reaches that allotment, the following may apply under the policies of the underlying carrier:
- Congestion management is applied only during peak usage periods
- Speed reductions are temporary and location-specific
- All traffic types are treated equally during congestion management
- Customers are notified when approaching usage thresholds
See Data Usage Information for how data allowances work.
Performance Characteristics
Network Technology
- Network type: mobile broadband (4G LTE and 5G)
- Coverage: nationwide through the Verizon, AT&T, and T-Mobile networks
- Technology: LTE and 5G (availability varies by market and device)
- Frequency bands: vary by carrier and location; device support required
Factors Affecting Performance
- Geographic location, terrain, and building materials
- Distance from cell towers and radio conditions
- Real-time network congestion and local demand
- Weather and environmental factors
- Customer equipment (modem or router, antennas) and configuration
- Indoor or outdoor placement and installation quality
Performance Measurement
- Actual speeds and latency vary widely by carrier, plan, device, and location.
- After a plan's high-speed data allotment is used, carriers may apply congestion management that can reduce speeds during busy periods.
- We do not apply additional throttling or prioritization beyond the underlying carrier's policies.
Any typical speed or latency figures we publish describe what we have observed and are not guaranteed. They are snapshots taken at multiple locations and times of day, may combine our own tests with samples customers allow us to collect, are reviewed periodically, and may change without notice.
Commercial Terms
